About this opportunity
NASA Goddard Space Flight Center has issued a Special Notice announcing the cancellation of the Space Exploration Networks Capabilities Implementation & Development (SENCID) procurement requirement. This notice pertains to changes in NASA's approach to the Space Exploration Network Service and Evolution (SENSE) follow-on procurement, which had been divided into two separate but related procurements. The SENCID component was intended to focus on development and implementation of new efforts for the Near Space Network (NSN) and other government projects. The procurement falls under the telecommunications NAICS category and was classified as miscellaneous items under the Product Service Code system. NASA has officially ceased all acquisition planning activities related to SENCID and confirmed these requirements will not be pursued at this time.
The purpose of this Special Notice is to formally notify industry that NASA has discontinued the SENCID procurement while providing transparency about the agency's current acquisition strategy. NASA acknowledged that responses from interested parties provided valuable insights on capabilities, ideas, and information during the planning phase. While SENCID has been canceled, NASA continues planning activities for the companion Space Exploration Network Operations, Maintenance, and Sustainment (SENOMS) requirements, though the agency is reassessing those requirements to identify operational efficiencies. The SENOMS procurement focuses on operations, maintenance, and sustainment of the Near Space Network. No specific deadlines, eligibility criteria, or contractor instructions are provided in this cancellation notice, as the procurement opportunity no longer exists. NASA expressed appreciation for industry's time and effort invested in pursuing the now-canceled SENCID requirements.
Notice text
NASA had decoupled the Space Exploration Networks Services and Evolution (SENSE) follow-on procurement into two different, but related procurement as follows:
1) The Space Exploration Network Operations, Maintenance, and Sustainment (SENOMS) requirements to procure a contract for Operations, Maintenance and Sustainment of the Near Space Network (NSN).
2) The SENCID requirements to procure contracts for the development/implementation of new efforts for the NSN and other government projects seeking to build a catalog of providers for each of the implementation category.
This notice serves official notification that the acquisition planning activities related to SENCID has ceased; and at this time, those requirements will not be pursued.
The SENOMS planning activities are continuing; however, NASA is reassessing those requirements in an effort to find further efficiencies that will improve NASA’s operations of its networks.
The responses received from all interested parties provided NASA with greater insight on capabilities, ideas, and information. NASA appreciates industry’s time and effort in pursuit of the SENCID requirements.
