About this opportunity
NASA Headquarters intends to issue a sole-source contract to EarthDaily Analytics USA, Inc. for Commercial Satellite Data Acquisition and Evaluation of Data in support of Sustainable Land Imaging Commercialization, a joint NASA-USGS initiative, with interested organizations able to submit alternative capabilities by August 6, 2026.
The sole-source justification rests on 10 U.S.C. 3204(a)(1) (FAR 6.103-1): only one responsible source and no other supplies or services will satisfy agency requirements. NASA will acquire commercial products and services using FAR Part 12. The Government reserves discretion to conduct competitive acquisition based on responses to this notice.
The contract requires 100,000 combined scenes of Multi-spectral/Short-wave Infrared (MS/SWIR) imagery between new acquisition and archive, 10,000 combined scenes of multi-spectral imagery between new acquisition and archive, processing pipeline improvements and data reprocessing services, and new capabilities development. Contractor deliverables include multispectral products at spatial resolution finer than 30 meters (ideally 10 meters or better) with geolocation accuracy compatible with Landsat and USGS Analysis Ready Data standards; surface reflectance and surface temperature products calibrated to Landsat and ARD specifications; higher-level biophysical products including vegetation indices and evapotranspiration; prototype AI-ready data formats; comprehensive metadata and ancillary data; and technical support for data access and participation in joint calibration and validation studies.
Performance spans 12 to 18 months of evaluation during which NASA and USGS will assess data for scientific utility, Landsat compatibility, and suitability for broader acquisition. Work is performed in support of priority regions identified by the SLI Commercialization project.
Interested organizations must submit capabilities and qualifications electronically to Kim Hooten (kimberly.a.hooten@nasa.gov) by 5:00 p.m. ET on August 6, 2026. NAICS 541990; PSC R499.
Notice text
NASA/HQ has a requirement for Commercial Satellite Data Acquisition (CSDA) and Evaluation of Data in support of Sustainable Land Imaging (SLI) Commercialization Project, a joint initiative between NASA and United States Geological Survey (USGS) effort to enhance the Landsat terrestrial record by integrating commercial Earth Observation (EO) data, increasing revisit frequency, improving spatial resolution, and enable Landsat science-quality grade surface reflectance (SR), surface temperature (ST), and higher-level biophysical products (e.g., vegetation indices, evapotranspiration) from integrated public-private datasets.
The contract for the SLI Commercialization project requires a combined 100,000 scenes of Multi-spectral/Short-wave Infrared (MS/SWIR) between New Acquisition and Archive, a combined 10,000 scenes of MS between New Acquisition and Archive, processing pipeline improvements and data reprocessing based on new requirements services, and new capabilities development services.
NASA/HQ intends to issue a sole-source contract to acquire the services from EarthDaily Analytics USA, Inc. under 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kim Hooten, kimberly.a.hooten@nasa.gov not later than 5:00 pm ET on August 6th, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
