About this opportunity
NASA's Ames Research Center (ARC) is seeking advanced computing services to support the NASA Advanced Supercomputing (NAS) Division at ARC, the NASA Center for Climate Simulation (NCCS) at Goddard Space Flight Center, other NASA Centers, and Jet Propulsion Laboratory. The agency intends to issue a sole source extension to InuTeq, LLC for a hybrid Cost-Plus-Award-Fee (CPAF)/Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The rationale for the sole source award is based on 10 U.S.C 3204(a)(1), indicating that InuTeq is the only responsible source that can satisfy NASA's requirements. Interested organizations may submit their capabilities and qualifications electronically to Tina Jenkins via email by 5:00 PM EST on May 14, 2025. These submissions will be evaluated to determine whether the acquisition should be conducted on a competitive basis, with the final decision solely at the government's discretion.
The pre-solicitation notice indicates no specific set-aside for this contract, and the current contract (80ARC018D0010) will be extended for up to 24 months, with services continuing through June 30, 2030. InuTeq, LLC is the incumbent contractor and proposed sole source provider for these advanced computing services. The contract falls under the NAICS category 541513 for Computer Facilities Management Services and PSC category DB01 for High Performance Computing Support Services. While specific award values are not detailed, the extension will allow NASA to maintain mission-critical computing services until a competitive follow-on contract can be awarded. The procurement will be managed by NASA's Ames Research Center, with the Center Ombudsman available for any potential inquiries or concerns about the acquisition process.
Notice text
NASA/Ames Research Center (ARC) has a requirement for advanced computing services that provides support for the NASA Advanced Supercomputing (NAS) Division at ARC, the NASA Center for Climate Simulation (NCCS) at Goddard Space Flight Center (GSFC), other NASA Centers and Jet Propulsion Laboratory (JPL) as required by the Government.
NASA/ARC intends to issue a sole source extension to acquire services from InuTeq, LLC. NASA/ARC intends to extend the current contract’s effective ordering period by up to 24 months. The extension will allow continued performance and continuation of mission critical services under this contract through June 30, 2030 by which time the follow-on, competitive contract is expected to be awarded. This is a hybrid Cost-Plus-Award-Fee (CPAF)/Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80ARC018D0010. The rationale supporting this sole source award to InuTeq, LLC is in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Tina Jenkins, tina.jenkins@nasa.gov not later than 5:00PM EST on May 14, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
