Posting the Justification for Other than Full and Open Competition (JOFOC) and the Source Selection Statement.

Update #7 ·

NASA has selected Universities Space Research Association (USRA) of Columbia, Maryland, to provide academic/university-based program and project support for science and engineering teams at the agency's Ames Research Center in Moffett Field, California.

The NASA Academic Mission Services (NAMS) contract is a cost-plus-fixed-fee contract with a total value of approximately $193 million and a two-year base period, one two-year option, and one one-year option. The services to be acquired cannot be performed on a fixed price basis because it is not possible to adequately define the requirements, functional or detailed specifications for these services in advance.

USRA will provide NASA with capabilities to fulfill mission requirements from fundamental research and development to field-test deployments and operational science missions. The contractor also must maintain effective methods for attracting and retaining leading-edge researchers and facilitating interactive participation and engagement of researchers and students with Ames employees.
