The Department of Homeland Security Customs and Border Protection seeks a single-award, five-year Indefinite Delivery, Indefinite Quantity contract for narcotics destruction services, with quotes due July 27 at 2:00 PM ET. This is an unrestricted, firm-fixed-price RFQ under FAR Part 12 commercial item procedures with a minimum guarantee of $1,000 and maximum contract value of $1.3 million.

Place of performance is the United States, with the incineration facility required to be located within a 1,500-mile radius of the Otay Mesa Port of Entry in San Diego, California, to serve CBP's Fines, Penalties and Forfeitures offices in San Diego and Los Angeles. The contractor must operate a certified, environmentally compliant incineration facility capable of incinerating a minimum of 6,000 pounds of material per hour at temperatures between 1,800 and 2,000 degrees Fahrenheit. Hard narcotics (cocaine, heroin, methamphetamine) must reach 1,800 degrees Fahrenheit minimum; soft narcotics include marijuana, hashish, steroids, opiates, and khat. The contractor must hold all required state and federal permits and EPA certifications, provide facility access, qualified personnel, truck scales, and OSHA-compliant Personal Protective Equipment. CBP retains full control of material transport and unloading; contractor personnel operate the incinerator equipment. The contractor must address mechanical problems immediately and provide weight certificates and ash disposal per state and federal law. No commingling of CBP materials with other sources is permitted, and public access is prohibited during CBP operations.

The anticipated contract covers 198 tons annually across five pricing periods. CBP will schedule incineration services at least two weeks in advance, with an estimated average of 10 burns annually. Questions were due July 20 at 2:00 PM ET. Amendment A0001 (July 21, 2026) provided Government responses to offeror questions. Award will be made to the lowest-priced technically acceptable quoter. Quoters must submit Volume I (Price) and Volume II (Technical), with quotes remaining firm for 90 calendar days.
