About this opportunity
U.S. Customs and Border Protection (CBP) is seeking a certified incineration facility to destroy seized narcotics, contraband, packaging materials, and personal effects from the San Diego and Los Angeles Field Offices. The contractor must provide an incineration facility capable of burning materials at 1,800-2,000 degrees Fahrenheit with the capacity to process a minimum of 6,000 pounds of material per hour, while maintaining all required state and federal EPA permits. The facility must be located within a 1,500-mile radius of the Otay Mesa Port of Entry in San Diego, California, and the contractor must provide truck scales, emergency response plans, personal protective equipment, and ensure unrestricted CBP personnel access during operations. CBP will evaluate quotes using a Lowest Priced Technically Acceptable (LPTA) methodology, requiring quoters to submit both technical and price volumes. The deadline for questions was June 24, 2025 at 2:00 PM ET, with final quotes due July 1, 2025 at 2:00 PM ET.
This procurement is conducted as an unrestricted acquisition with no set-aside designation, following a full and open competition approach due to insufficient small business responses in previous similar procurements. The contract structure includes a base period of 12 months from July 1, 2025 to June 30, 2026, with four consecutive one-year option periods potentially extending through June 30, 2030. CBP historically requires approximately 10 burns annually with an estimated 269,000 pounds (134.5 tons) of material to be destroyed annually, split between the San Diego and Los Angeles areas. The solicitation documents do not specify exact contract values, but pricing will be structured on a per-ton basis across the base and option periods. Performance will occur at the contractor's certified incineration facility within the specified geographic radius of San Diego, with CBP providing transportation of materials and maintaining security oversight throughout the destruction process.
