About this opportunity

The U.S. Coast Guard (USCG), operating under the Department of Homeland Security, issued this sole-source justification to award a contract to Marine Exchange of Alaska (MXAK) for Terrestrial Automatic Identification System (AIS) data monitoring and maintenance support services across designated regions and ports in Alaska on a 24/7 basis. The USCG determined that MXAK is the only responsible source capable of providing uninterrupted AIS data collection and transmission without service disruption, as the incumbent operator and owner of the existing terrestrial AIS infrastructure in Alaska. The contract runs for one year consisting of a six-month base period and a six-month option period, from March 30, 2026 to March 29, 2027, covering approximately 120 AIS sites per period at firm-fixed-price rates. Although market research identified a second capable vendor offering satellite-based technology, the compressed timeline between the expiration of the previous contract on March 29, 2026 and procurement execution necessitated immediate award to the incumbent to prevent critical gaps in maritime domain awareness, safety, search and rescue, and environmental protection operations. The contract value is redacted in the public notice, and the award was authorized under 10 U.S.C. 3204(a)(1) under the "Only One Responsible Source" provision, with certification completed on January 28, 2026.

Notice text

The U.S. Coast Guard (USCG) has a requirement to obtain Automatic Identification System (AIS) data for designated regions/ports of Alaska 24 hours a day, 7 days a week. The AIS data will be validated, stored, and used by the USCG and shared with Nationwide Automatic Identification System (NAIS) customers in addition to Federal, State, and Local agencies. The current NAIS system includes 03 terrestrial AIS sites located in the ports of Valdez, Anchorage and Juneau in the D17 (Alaska) area of responsibility (AOR) but requires supplemental AIS data from a third-party source in order to meet all operational requirements for D17.

Awarded contract 70Z0G326POIPL0002 to unknown vendor for unknown amount on 2026-03-13.
