About this opportunity
The Department of the Army Corps of Engineers Engineering Support Center Huntsville has awarded a sole-source bridge contract to the incumbent contractor for preventive maintenance, corrective maintenance, and emergency repair services supporting the North Atlantic Division-Air Force Fuels Program on a firm-fixed-price basis.
The Government justified the sole-source award under 10 U.S.C. 3204(a)(1) citing unacceptable delay and substantial duplication of cost. Post-award protest litigation from two sources remains pending in the U.S. Court of Federal Claims, preventing a competitively awarded follow-on contract from commencing performance. The incumbent contractor possesses existing workforce, installation access, equipment, maintenance records, and operational processes necessary to assume full performance without transition gap, whereas a non-incumbent contractor would require 60 to 90 days for staffing, credentialing, systems setup, and mobilization. A Sources Sought notice published 11 September 2026 generated only one capability statement from the incumbent, with no other firms demonstrating immediate capability.
The bridge contract covers a 336-calendar-day period consisting of a 66-day base period (29 September through 3 December 2026) and three 90-day option periods extending through 30 August 2027. Services encompass non-personal maintenance for Defense Logistics Agency-Energy supporting forty-five military installations within the NAD-AF area of responsibility, including scheduled inspections, testing, servicing, calibration, minor repairs, emergency responses, and maintenance records management using RMS CM and CMMS systems. The Government conducted a full and open competition for the long-term follow-on requirement, awarding contract W912DY-26-C-A031 in July 2026, and will transition to that contract upon litigation resolution.
