About this opportunity
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking acoustic communications experimentation support for the Mine Hunting in Challenging Environments Participation Agreement (MHCE PA), a joint U.S.-Singapore initiative focused on advancing autonomous underwater vehicle-based mine hunting in complex undersea environments. The requirement involves continuing research work on acoustic modems that support AUV operations in challenging maritime conditions such as the Straits of Singapore. NSWC PCD intends to issue a sole source contract to delResearch, LLC of Sandwich, Massachusetts, citing that only this contractor possesses the necessary knowledge and experience with their proprietary Popoto acoustic modems and previous experimental participation. The procurement is classified under NAICS code 541330 for Engineering Services and PSC code R425 for Support-Professional Engineering/Technical services. Questions regarding this pre-solicitation notice are due by August 21, 2025, and should be directed to Contract Specialist Stephen Fairbanks.
This opportunity is designated as a Total Small Business set-aside, with delResearch, LLC identified as the intended sole source contractor based on their previous performance under contracts N6133123P0112 and N6133124P1095. The company previously developed and deployed Popoto acoustic modems during joint experiments conducted in July 2022 in the Singapore Straits, September 2023 in the Gulf of America, and January 2025 in the Gulf of America. The anticipated contract structure includes a five-year Firm Fixed Price arrangement with a base Contract Line Item Number (CLIN) and five option CLINs to support various testing events. The procurement represents a continuation and expansion of research activities that delResearch has already performed under the MHCE PA framework. The government has determined that full and open competition is not suitable for this requirement due to the specialized nature of the proprietary technology and the contractor's unique experimental experience.

Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source contract to delResearch, LLC 128 Route 6a Sandwich, MA 02563.
This requirement is not suitable for full and open competition for the following reasons. The Mine Hunting in Challenging Environments Participation Agreement (MHCE PA) between the U.S and Singapore has conducted joint experimentations to advance Autonomous Underwater Vehicle (AUV) – based mine hunting in complex undersea environments such as the straits of Singapore. DelResearch developed the Popoto acoustic modems that were used in experiments performed by the U.S. Navy and DelResearch in July 2022 in the Singapore Straights, September 2023 in the Gulf of America, and January 2025 in the Gulf of America. These tests were performed under contract numbers N6133123P0112 and N6133124P1095.
The tasking required for this effort is in addition to/continuation of the research that was performed on the aforementioned contracts. Only DelResearch has the knowledge and experience with both their proprietary modems and experiments that they participated in.
The anticipated five year requirements contract Firm Fixed Price contract will contain a base CLIN with 5 option CLINS for various testing events.
The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
