About this opportunity
The Department of the Navy Naval Supply Systems Command is procuring thermal spray restoration services for AN/BPS-16 radar mast components used on SSN 774 Class submarines through the Puget Sound Naval Shipyard & Intermediate Maintenance Facility. The contract requires certified thermal spray services to restore six radar mast tubes, including pre-machining, liquid penetrant testing, thermal spray repair using plasma spray with specific bond and finish coats, finish grinding, and sealant application to address chipped ceramic coating defects. Contractors must be NAVSEA-certified for thermal spray deposition processes and comply with SUBSAFE and Level 1 quality control requirements, as this work involves critical submarine safety systems. The solicitation is classified under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance with a business size standard of $12.5 million. Proposals must be submitted through the designated PIEE Solicitation Link by June 30, 2025, with the performance period scheduled from July 28, 2025, to January 31, 2026.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business contractors. The contract involves restoring three specific components - Rotary Tube, Inner Mast, and Outer Housing - with two units of each required for a total of six tubes across two submarine radar mast sub-assemblies. The original acquisition value of the government-furnished materials totals approximately $1,169,139.51, with individual component costs ranging from $134,689 to $228,645 per unit. Work will be performed at the contractor's facility with delivery scheduled in two phases: August 1, 2025, and October 31, 2025, with each set of three tubes requiring completion within 56 calendar days of receipt. The place of performance is designated as Silverdale, Washington, and the contract will operate under a Firm Fixed Price commercial service structure with extensive government oversight including site visits and technical receipt inspections.
