About this opportunity
The Portsmouth Naval Shipyard is seeking repair and maintenance services for Ship Service Turbine Generators #1 and #2 aboard naval vessels. The Department of the Navy Naval Sea Systems Command will issue this procurement under the authority of FAR 6.301-1, citing only one responsible source capable of fulfilling the requirement. Northrop Grumman Marine Systems (NGMS) has been identified as the sole qualified contractor due to their status as the Original Equipment Manufacturer possessing proprietary data, drawings, equipment, and approved processes necessary for this specialized work. The solicitation is expected to be released on or around November 25, 2025, following this pre-solicitation notice posted on October 7, 2025. A justification and approval for the sole source procurement will be posted separately to support the acquisition strategy.
This procurement does not utilize any set-aside designations and will proceed as a full and open competition limited to the single responsible source. Northrop Grumman Marine Systems, with CAGE Code 90099, represents the incumbent contractor position based on their proprietary rights and technical capabilities for these specialized turbine generator systems. The contract falls under NAICS code 336611 for Ship Building and Repairing and PSC code 2830 for Water Turbines and Water Wheels components. No specific award values, budget ranges, or service timelines have been disclosed in this pre-solicitation announcement. The work involves maintenance and repair of two distinct Ship Service Turbine Generator units that are critical shipboard power generation systems requiring specialized technical expertise and proprietary manufacturing knowledge.
