About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking a contractor to perform specialized repair and maintenance services for the Ships Service Turbine Generator (SSTG) sets on a Virginia Class submarine at the Portsmouth Naval Shipyard. Specifically, the contract requires replacement of inboard and outboard thrust bearing stators for SSTG #1 and #2 units. The procurement is being conducted as a sole source contract under FAR 6.302-1, with Northrop Grumman Marine Systems identified as the only capable vendor due to their status as the Original Equipment Manufacturer (OEM) who owns the proprietary technical data and processes. The solicitation is classified as a Time and Materials (T&M) contract with an unrestricted procurement approach. Interested contractors should note the offer due date of April 15, 2025 at 5:00 PM, with the solicitation officially issued on October 18, 2024.
The contract will be executed in three distinct phases: a 180-day disassembly and repair phase, followed by a 14-day static testing phase, and concluding with a 21-day dynamic testing phase. The work will be performed at Portsmouth Naval Shipyard in Kittery, Maine, and is categorized under NAICS code 336611 with a size standard of 1,300 employees. While no specific set-aside designation is applied, the contract will be funded through FY 24 Operations and Maintenance, Navy Funding. The Navy conducted market research across multiple states, including New Mexico, Virginia, and New Hampshire, but received no alternative vendor responses. The total estimated contract value will be determined based on historical contract analysis and pricing comparisons, with the Contracting Officer anticipating fair and reasonable costs for the specialized submarine equipment maintenance work.
