About this opportunity
The Portsmouth Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is seeking specialized labor services for the repair and maintenance of Ships Service Turbine Generators (SSTGs) aboard a Virginia Class submarine. The specific work involves disassembly, inspection, and repair of the #1 and #2 SSTGs, with particular focus on replacing the inboard and outboard thrust bearing stators during the submarine's Depot Modernization Period. This procurement is being conducted under FAR 6.302-1 as a sole source acquisition, with only one contractor deemed capable of meeting the technical requirements. The justification for sole source procurement centers on the need for proprietary data, drawings, equipment, and approved processes that are exclusively held by the Original Equipment Manufacturer. The pre-solicitation notice was posted on July 25, 2025, with a due date of October 10, 2025 for contractor responses.
This opportunity carries no set-aside designation and is specifically targeted to Northrop Grumman Marine Systems (CAGE Code: 90099) as the sole qualified contractor. Northrop Grumman has been identified as the Original Equipment Manufacturer with exclusive access to the proprietary technical data and processes required for this complex repair work. The contract structure will be a firm fixed-price arrangement, funded through FY 25 Operations and Maintenance Navy funding. The work will include onsite oversight responsibilities during the maintenance period at Portsmouth Naval Shipyard. Contract inquiries can be directed to specialist Rene Sharon Hall at sharon.e.hall19@us.navy.mil, while technical questions should be addressed to Gordon Roberts at gordon.j.roberts1@navy.mil. The Independent Government Estimate was developed using historical contract data for similar SSTG repair services.
