About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is soliciting proposals for repair services of three Turret Sensor-Sight units (NIIN 016071330, PN 4981950-4) in support of the India MH-60R helicopter program through a Foreign Military Sales (FMS) requirement. This is a presolicitation notice for repairs to flight-critical components, and the agency is seeking responsible sources capable of providing full repair capabilities for these items. The primary evaluation criterion centers on source approval capability, as the items are flight critical and technical data availability has not been deemed adequate to support repair through full and open competition. Interested vendors must demonstrate technical competency and, if not previously approved by the Navy, must submit detailed source approval information as outlined in the U.S. Navy Aviation Supply Office Source Approval Information Brochure, including technical data requirements based on their company's experience with the same or similar items. The proposal due date is May 23, 2026, with questions directed to Shannon K. Hart at 771-229-3910 or Danielle Grzeszczak at 215-697-3473.

This opportunity is not designated as a set-aside contract and represents a sole-source requirement, with Raytheon (CAGE Code 96214) located in McKinney, Texas identified as the only known source currently possessing full repair capabilities; however, all responsible sources may submit capability statements and proposals for consideration. While the items are technically sole-sourced to Honeywell International Inc., the Navy has opened the solicitation to encourage competition and alternative sources. No specific award value or budget range is provided in this notice. The work will be performed in Philadelphia, Pennsylvania, and encompasses repair services for three units of the specified turret sensor-sight components. New source approval typically requires extended evaluation timelines, which may impact award decisions if alternative sources are proposed.
