About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting repair services for two Turret Sensor-Sight units (NIIN 016071330, PN 4981950-4) in support of the Saudi Arabian MH-60R helicopter program under a Foreign Military Sales (FMS) requirement. This is a presolicitation notice for repair services classified under Aircraft Gunnery Fire Control Components (PSC 1270). The primary contract requirement is that Raytheon, located in McKinney, Texas, is the only known source with full repair capabilities, though all responsible sources may submit capability statements and proposals for consideration. A critical qualification is that bidders must obtain government source approval prior to contract award, as these items are flight-critical components; unapproved sources must submit technical data and experience information per the U.S. Navy Aviation Supply Office Source Approval Information Brochure to demonstrate repair capability. The proposal due date is May 22, 2026, and interested parties should direct inquiries to Shannon K. Hart (771-229-3910) or Danielle Grzeszczak (215-697-3473) at the Naval Supply Systems Command.

This solicitation uses no set-aside designation and is open to all responsible sources, though Raytheon is identified as the incumbent supplier with existing government approval for these repairs. While no specific award value or timeline for service completion is provided in the notice, the requirement involves repair of aircraft components for a foreign military customer, indicating the work will support ongoing military helicopter operations. The notice emphasizes that only previously approved sources have been solicited due to time constraints, as government approval of new sources typically requires extended evaluation periods that could delay contract award. Interested vendors who are not currently approved sources are encouraged to complete a NAVSUP Interested Vendor Form for future business opportunities and to submit their source approval requests with supporting documentation demonstrating experience in repair of similar items. The place of performance is expected to be the contractor's facility, with McKinney, Texas identified as the location of the known capable source.

The subject items require Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair or production via full and open competition. Only the source previously approved by the government for repair of these items has been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the U.S. Navy Aviation Supply Office Source Approval Information Brochure: https: //www.navsup.navy.mil/NAVSUP-Enterprise/NAVSUP-Weapon-Systems-Support/Business-Opps/ . This brochure identifies technical data required to be submitted based on your company’s experience in repair of the same or similar items. You can also complete a NAVSUP interested Vendor Form for business opportunities with NAVSUP; please see link in attached synopsis document. If your request for source approval is currently being evaluated at NAVSUP WSS - P, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
