The solicitation requires contractors to provide labor, materials, and facilities necessary to restore the antenna to operational condition. Key contract requirements include achieving a Repair Turnaround Time (RTAT) of 180 days after asset receipt, compliance with ISO 9001 quality management standards, adherence to cybersecurity requirements under CMMC, and proper packaging in accordance with MIL-STD-2073-1 standards for overseas shipment. The Government intends to solicit only one source (L3 Technologies Inc.) under FAR 6.302-1 based on unavailable technical data, though all responsible sources may submit capability statements within 5 days of publication. Section M regarding evaluation factors for award is blank in the template document provided. The proposal deadline is March 13, 2026, and interested contractors should contact Carmelena C. Oldroyd at carmelena.c.oldroyd.civ@us.navy.mil for additional information.
This solicitation carries no small business set-aside designation. L3 Technologies Inc. is identified as the intended single source, though the Government reserves discretion to consider other proposals received within the initial five-day window. The solicitation does not specify an award value or budget range. The repair effort covers one antenna unit with an induction period of 365 days from contract award, after which additional assets would require bilateral agreement. Source approval is required for contractors not currently approved, with the understanding that award will not be delayed pending new source approval. The place of performance is Philadelphia, Pennsylvania, and the contract incorporates extensive FAR and DFARS compliance requirements including configuration management controls, hazardous material handling procedures, and Wide Area WorkFlow (WAWF) payment processing.
