About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support (WSS) Philadelphia is seeking contractors to repair one Circuit Card Assembly (Part Number 40294-47070-10, NSN 7R5998015088196) for the MH-60R Helicopter destined for Kuwait. The repair effort requires eligible contractors to furnish labor, materials, and facilities to restore the government-owned component to operational condition. This is a sole-source procurement under FAR 6.302-1 authority, with the Government intending to solicit only Textron Systems, as the Government lacks the necessary technical data to perform the repairs independently. However, all responsible sources may submit capability statements demonstrating their qualifications, and all proposals received within five days of the solicitation's April 20, 2026 publication date will be considered at the Government's discretion. The proposal due date is April 30, 2026. Interested parties should direct inquiries to brian.j.emde.civ@us.navy.mil.

No set-aside designation applies to this procurement. Textron Systems is identified as the primary anticipated source, though source approval is required for contract award and is not a barrier to proceeding with the award. No specific contract value or budget range is disclosed in the solicitation notice. The requirement involves repair of a single circuit card assembly unit with no stated timeline for completion or service delivery period. Contractors must submit source approval documentation with their proposals if they are not currently approved sources, following the NAVSUP-WSS Source Approval Information Brochure for Repair guidelines. The Government will not delay award pending source approval processing, recognizing that typical approval timelines cannot accommodate schedule delays.
