About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking qualified contractors to repair one Adapter Assembly (Part Number 37534-90007-4) for the MH-60R Helicopter destined for Kuwait. This repair effort requires contractors to provide labor, materials, and facilities necessary to restore the government-owned component to operational condition. The government intends to solicit only one source—Textron Systems—under the authority of FAR 6.302-1, citing the lack of necessary data to perform repairs internally or manufacture the item. However, all responsible sources may submit capability statements demonstrating their interest and qualifications to perform this work within five days of the notice publication. The posted date is April 20, 2026, though notably the due date listed is April 15, 2026, suggesting an expedited timeline. Source approval is required, and contractors should note that the government will not delay award pending source approval completion.

This procurement carries no set-aside designation and is not structured as a competitive solicitation, though all proposals received within the five-day window will be evaluated at the government's discretion. Textron Systems is identified as the intended sole source, though alternative contractors may submit responses if they provide appropriate capability documentation. The contract involves a single unit repair with no stated budget range or award value disclosed in this pre-solicitation notice. Contractors lacking approved source status must submit source approval documentation as outlined in the NAVSUP-WSS Source Approval Information Brochure for Repair along with their proposals. The NAICS classification is 334419 (Other Electronic Component Manufacturing), and the PSC code is 4920 (Aircraft Maintenance and Repair Shop Specialized Equipment). Interested parties should direct inquiries to brian.j.emde.civ@us.navy.mil.
