About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking eligible contractors to repair two circuit card assemblies (P/N 40294-47002-10) for MH-60R Helicopters in support of Kuwait. The procurement requires contractors to provide labor, materials, and facilities necessary to repair and restore the government-owned circuit card assemblies to operational condition. The government intends to solicit only one source—Textron Systems—under the authority of FAR 6.302-1, citing a lack of necessary data to perform the repairs internally or through other sources. However, all responsible sources may submit capability statements to demonstrate their interest and qualifications. Proposals received within 5 days of publication will be considered, and the government retains sole discretion to determine whether to compete the contract based on responses received. Interested contractors should contact Brian J. Emde at brian.j.emde.civ@us.navy.mil for additional information.
This procurement carries no set-aside designation and the current pre-solicitation notice was posted on April 20, 2026, with an unusual due date of April 15, 2026. Textron Systems is identified as the intended sole-source contractor for this repair effort. Source approval is required for contractors not already approved as suppliers, and interested parties must submit source approval documentation along with their proposals using the NAVSUP-WSS Source Approval Information Brochure for Repair. The contract involves the repair of exactly two units of circuit card assemblies, classified under NAICS 334412 (Bare Printed Circuit Board Manufacturing) and PSC 5998 (Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware). No specific contract value or timeline for service completion is disclosed in this pre-solicitation notice.
