About this opportunity

NAVSUP Weapon Systems Support Philadelphia intends to add additional National Item Identification Numbers (NIINs) to the existing Basic Ordering Agreement N00383-23-G-TQ01 for the repair of specialized aircraft parts. The Department of the Navy Naval Supply Systems Command is seeking to procure repair services for various aircraft doors and access components, including landing gear doors, wing spoilers, and access covers. This procurement will be conducted on a sole source basis with Northrop Grumman Systems Corp (CAGE 76823) in El Segundo, California, as they are identified as the only known source capable of providing the required procurement and repair support. The justification for sole source procurement is based on FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy the agency requirements. While this is intended as a sole source action, interested parties have 15 days from the notice publication date to submit capability statements or express interest, with responses due to Contract Specialist Jaclyn Dooling at NAVSUP WSS Philadelphia. The solicitation to Northrop Grumman will be issued on or after June 16, 2025, with a 30-day response period for the contractor.

This procurement does not utilize any set-aside designations and specifically targets Northrop Grumman Systems Corp as the incumbent contractor under the existing Basic Ordering Agreement. The attached exhibit reveals 19 different part numbers across two Request for Proposal reference numbers, with individual component prices ranging from approximately $54,658 to $193,618. The procurement covers estimated quantities of 1 to 6 units per part number annually over a five-year period, indicating a sustained maintenance and replacement program for critical aircraft systems. The specialized nature of these airframe structural components, classified under NAICS 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, reflects the high-value, low-volume characteristics typical of defense aviation procurement. The consistent annual quantities and multi-year procurement structure suggest this represents an ongoing logistics support arrangement for maintaining operational readiness of specific aircraft platforms.
