About this opportunity
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) under Naval Sea Systems Command is seeking engineering services and test support for the Advanced Precision Kill Weapon System (APKWS) guidance system through a Sources Sought notice. The procurement involves developing software configurations to enhance Department of Defense platforms' targeting, guidance, and command/control capabilities while reducing the need for main platform maneuvering to establish firing solutions. The contractor will be required to provide Subject Matter Expert (SME) support during integrations, Hardware in the Loop (HWIL) tests, flight testing, demonstration test events, and System Integration Lab (SIL) integration and testing. Interested businesses must submit capability statements not exceeding 15 pages by 1200 EST on October 16, 2025, including company profiles with DUNS numbers, small business status, personnel qualifications, security clearance levels, past performance details, and specific capabilities related to the draft Statement of Work. Questions should be directed to Contract Specialist Kristen Carroll and Contracting Officer Arline Parker with specified email subject lines.
This procurement does not utilize any set-aside designations and NSWCDD intends to award the contract on a sole source basis to BAE Systems Information and Electronic Systems Integration, Inc. The planned contract structure is Cost-Plus-Fixed-Fee (CPFF) with a base period of twelve months and two optional twelve-month periods, creating a potential total contract duration of thirty-six months. The work specifically targets the Battle Management Systems Program's 2.75"/70 mm guided rockets and includes development of reusable software components (Dynamic Link Library) for United States Special Operations Command (USSOCOM) and Air Force Special Operations Command (AFSOC) platforms. The contractor must maintain SECRET facility clearance and comply with stringent cybersecurity standards and counterfeit parts prevention measures. Additional responsibilities include submitting regular management reports, participating in technical interchange meetings, and managing travel and material procurement in direct support of program objectives.
