About this opportunity

The Department of the Navy Naval Sea Systems Command (NSWC-CR) is seeking design and production services for newly engineered flat railcars specifically designed to transport Active Inert Missiles. The vendor will be responsible for providing both the design and manufacturing services, including development of the technical data package and all facilities necessary for production. Vendors must meet Association of American Railroads (AAR) requirements and demonstrate capability to execute this specialized transportation platform. The contract will be evaluated on the vendor's ability to meet the stated System requirements documents and Statement of Work, with delivery on an FOB Destination basis. The pre-solicitation notice was posted on October 1, 2025, with the formal solicitation expected to appear on sam.gov, and the current pre-solicitation closing date is January 2, 2026.

The acquisition was initially structured as a 100% small business set-aside but was revised through Amendment 0002 to full and open competition, allowing all qualified vendors regardless of size to compete. The contract will be awarded as a 5-year indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed-price (FFP) agreement, providing flexibility for evolving requirements while maintaining cost certainty. No specific budget range or total contract value is disclosed in this pre-solicitation notice. The current flatcar fleet is scheduled to reach end-of-life on July 1, 2031, establishing the timeline for when replacement capabilities must be operational. Contractors must maintain current registration in the System for Award Management (SAM) to be eligible for award consideration.
