About this opportunity

The Naval Supply Systems Command (NAVSUP) is seeking contractors to evaluate, repair, and modify specific military items, with a focus on National Item Identification Numbers (NIINs), specifically NIIN 016613946. The procurement is being conducted through a non-competitive sole-source approach under FAR 6.302-1, with NAVSUP intending to negotiate exclusively with Northrup Grumman Corporation. Interested contractors must submit capability statements within 15 days of the notice's publication (by April 17, 2025) and are required to complete a comprehensive Source Approval Request package. The government has explicitly stated that they do not possess the necessary data to perform repairs or manufacture the specified items through alternative sources. Evaluation will be based on contractors' ability to meet technical requirements and successfully complete the source approval process.

This pre-solicitation notice covers procurement in the Bare Printed Circuit Board Manufacturing sector (NAICS 334412) and involves electrical and electronic assembly components. No specific set-aside designation has been applied to the opportunity. While the exact award value is not specified, the contract will involve labor, materials, and facilities necessary for equipment modification. The procurement is subject to Free Trade Agreements, though these terms are not expected to apply due to the sole-source nature of the contract. Contractors must be prepared for potential immediate award, as NAVSUP will not delay the procurement while source approval is pending. The contracting office is located in Mechanicsburg, Pennsylvania, and interested parties can obtain additional information through the point of contact, Taylor Fasching, via email at taylor.m.fasching.civ@us.navy.mil.
