About this opportunity
The Department of the Navy's Naval Supply Systems Command (NAVSUP-WSS) is seeking to procure evaluation, repair, and modification services for specific National Item Identification Numbers (NIINs), specifically NIIN 015401439, through a sole-source procurement process. The contracting officer, Taylor Fasching, has issued a pre-solicitation notice indicating the government's intent to negotiate with only one source under FAR 6.302-1 authority. NAVSUP-WSS indicates they do not possess the necessary data to perform repairs or manufacture the items independently. Interested contractors have 15 days from the publication date to submit capability statements, though the government retains sole discretion in determining competitive status. The pre-solicitation notice serves as a synopsis for potential contractors, with a response deadline of March 27, 2025.
The opportunity is designated as a Total Small Business set-aside, targeting the Other Metal Valve and Pipe Fitting Manufacturing sector (NAICS 332919) with a Product Service Code of 4810 for Powered Valves. The government specifically intends to sole-source the contract to Sargent Aerospace and Defense, noting that source approval is required but will not delay the award process. The contract will involve procurement of labor, materials, and facilities necessary for item evaluation and modification. The contracting office is located in Mechanicsburg, Pennsylvania, and the procurement is subject to Free Trade Agreements, though those terms are not anticipated to apply given the sole-source intent. Potential contractors can obtain additional source approval request information through NAVSUP's business opportunities website.
