About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to issue a modification to an existing contract for Aegis Ship Integration and Test (SI&T) services, which encompass combat system equipment testing and troubleshooting for the Aegis Combat System aboard DDG 51 Class destroyers, in-service DDG 51 vessels, and CG 47 Class cruisers, as well as land-based tactical sites and Ballistic Missile Defense capability upgrades. The procurement will be conducted through other than full and open competition based on the determination that only one responsible source possesses the requisite technical expertise and knowledge to fulfill the Government's requirements. NAVSEA will consider expressions of interest from qualified parties submitted within fifteen days of the notice publication date (by November 4, 2025); however, this pre-solicitation notice does not constitute a request for competitive proposals, and all submission costs will be borne solely by the submitting company. The Government reserves the right to determine whether to conduct a competitive procurement based on the responses received. Subcontracting opportunities are available through direct contact with the incumbent contractor.
Lockheed Martin Rotary and Mission Systems is the current contract holder and anticipated recipient of this modification, which is justified under 10 U.S.C. 2304(c)(1) as a sole-source award due to the contractor's unique qualifications and in-depth understanding of the SI&T program. No set-aside designations apply to this procurement. The contract modification provides an additional six-month period of performance to continue existing services without disruption. The notice does not disclose specific award values or budget ranges for this modification. The contract falls under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 1260 (Fire Control Designating and Indicating Equipment).
Notice text
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to issue a modification under existing contract N00024-15-C-5151 to Lockheed Martin Rotary and Mission Systems.
