About this opportunity

Air Combat Command intends to procure an MVB3X Modular Vehicle Barrier System in two configurations for Mountain Home Air Force Base, Idaho, with a sources-sought response deadline of July 7, 2026. No set-aside is anticipated. The 366th Security Forces Squadron requires a 20-unit package and a 72-unit package, both as crash-rated portable barrier systems with barrier pivot systems and fully enclosed DOT-compliant transport trailers. Delivery is required no later than 60 days after contract date.

All barrier units must achieve an ASTM F2656 P3 or higher penetration rating to withstand a 7.5-ton truck at 30 MPH, connect directly with the existing MVB3X system, remain modular and adaptable to any road width, and be deployable by one person without tools. Barriers must feature bright safety colors, open structure design with no solid metal piece exceeding 18 inches in width to prevent active shooter cover, folding capability for transport, and aluminum covers on bottom edges for pedestrian safety. Sequential lighting elements must be rechargeable, provide 24+ hours of continuous operation, and be visible at 3,000+ feet. All systems must comply with UFC 4-022-02 and AASHTO roadside safety requirements.

The procurement is classified under NAICS 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) with a small business size standard of 750 employees. Vendors must submit capability statements (up to three pages), SAM profile documentation, and SBA certifications to Katie Sanderson and Jaclyn Fish at the 366 Contracting Squadron. Shipping costs must be included in quotations. This is market research only and does not constitute a commitment to award.
