About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a cost-plus-fixed-fee delivery order under an existing Basic Ordering Agreement to the Bell Boeing Joint Program Office for Non-Recurring Engineering (NRE) supporting Tailored Nacelle Improvements (TNI) for the MV-22 Osprey aircraft. The contract will include design updates to aircraft structure and wiring, along with one year of kits, installations, interim spares, and support equipment for a forced retrofit fleet implementation. The procurement is being pursued on a sole source basis under Title 10 U.S.C 2304(c)(1), with Bell Boeing identified as the only responsible source due to their unique position as the sole designer, developer, and producer of the V-22 Tiltrotor aircraft. Interested parties may submit capability statements electronically within fifteen days of the notice's publication, though the government retains sole discretion in determining competitive procurement. The pre-solicitation notice was posted on July 29, 2024, with a response deadline of August 13, 2024.
This contract opportunity is not set aside for any specific small business category and will be awarded directly to Bell Boeing Joint Program Office. The contract will be executed under the existing Basic Ordering Agreement N00019-22-G-0002, with Bell Boeing being the exclusive contractor due to their comprehensive engineering and technical data ownership. While specific contract value details are not disclosed, the scope involves engineering change proposals, retrofit kit development, and supporting equipment for the MV-22 Osprey fleet. Potential subcontracting opportunities can be discussed by contacting Ms. Melissa Holland at mholland01@bellflight.com. The procurement falls under NAICS Category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC Category 1680 for Miscellaneous Aircraft Accessories and Components, indicating a specialized aerospace engineering and modification contract.
