About this opportunity

The Naval Air Systems Command, V-22 Joint Program Office (PMA-275) intends to award a sole-source delivery order under Basic Ordering Agreement N0001922G0002 to the Bell Boeing Joint Project Office for Non-Recurring Engineering (NRE) services related to the AN/APR-39E(V)2 radar warning receiver integration on MV-22 aircraft. The procurement involves developing updated engineering and support products necessary for the installation and sustainment of this integrated aircraft survivability equipment. The justification for sole-source award is based on Bell Boeing being the exclusive designer, developer, and producer of the V-22 Tiltrotor aircraft, possessing unique knowledge, expertise, and technical data required for this specialized integration work. While this notice is not a request for competitive proposals, interested parties may submit capability statements within fifteen days of the August 26, 2025 publication date for government consideration. The response deadline for capability statements is September 10, 2025, though the government retains full discretion in determining whether to proceed with competitive procurement.

This procurement does not utilize any set-aside designations and identifies Bell Boeing Joint Project Office as both the incumbent contractor under the existing Basic Ordering Agreement and the intended sole-source awardee. The contract scope includes specific deliverables comprising one flight test A-Kit with installation and two validation/verification A-Kits with installations, in addition to the core non-recurring engineering work. The effort has an estimated performance period of three years, with a planned award date of November 2026. The opportunity falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1680 for Miscellaneous Aircraft Accessories and Components. No specific contract value or budget range has been disclosed in this pre-solicitation notice.
