About this opportunity
The Naval Air Systems Command's V-22 Joint Program Office (PMA-275) intends to issue a sole-source delivery order to Bell Boeing Joint Project Office for follow-on installations of MV-22 Engineering Change Proposals at both overseas (OCONUS) and continental United States (CONUS) locations. The installations will be performed as part of a modification sequencing effort that leverages Bell Boeing's unique and proprietary knowledge as the MV-22 Original Equipment Manufacturer and developer of these specific, interdependent Engineering Change Proposals. This integrated approach is deemed critical for ensuring seamless system integration, maintaining configuration control, and mitigating substantial risks associated with fragmented efforts to guarantee timely and effective operational readiness of the MV-22 fleet. The sole-source award is justified under Title 10 U.S.C. 3204(a)(1) and FAR Part 6.302-1, as Bell Boeing is the only responsible source possessing the requisite knowledge and expertise required for this effort. Interested parties may submit capability statements within fifteen days after publication of this synopsis, with the planned award date scheduled for November 2026.
This procurement does not utilize any set-aside designations and will be awarded solely to Bell Boeing Joint Project Office, which serves as the incumbent contractor having already been contracted for the base non-recurring engineering efforts and initial installation efforts. The contract structure includes a five-year delivery order comprising a base year and four option years under the existing Basic Ordering Agreement N0001922G0002. Bell Boeing is identified as the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and the only known source possessing the totality of engineering and technical data required to perform these efforts. The procurement falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1680 for Miscellaneous Aircraft Accessories and Components. No specific award values or budget ranges are disclosed in this pre-solicitation notice, and interested parties seeking subcontracting opportunities are directed to contact Bell Boeing directly.
