The procurement will be awarded to the Bell Boeing Joint Project Office, utilizing the statutory authority for other than full and open competition under Title 10 U.S.C. 3204(c)(1). The Government has determined that Bell Boeing possesses unique engineering knowledge, skills, and technical data rights specifically for this MV-22 Cockpit Voice Recorder effort. While this is not a competitive solicitation, interested parties may submit capability statements within fifteen days of the publication date for potential consideration. The government retains sole discretion in determining whether to compete the proposed contract based on any received responses.
The contract will be structured as a five-year Delivery Order with a base year and four option years, with a planned award date in November 2025. There is no specific set-aside designation for this opportunity, and it falls under the NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing.
