About this opportunity
The U.S. Army Corps of Engineers, Los Angeles District, is seeking a contractor for the Murrieta Creek Phase 2B channel widening project, a complex civil engineering infrastructure initiative spanning approximately 5,220 linear feet. The project involves comprehensive channel modifications, including groundwater monitoring, dewatering, utility relocation, excavation, riprap installation, and ecosystem restoration. Contractors will be responsible for extensive site preparation, including monitoring well installation, precise survey control, utility protection, large-scale earthwork exceeding 500,000 cubic yards, and landscape rehabilitation. The pre-solicitation notice indicates the solicitation will be formally advertised around May 5, 2025, with proposal responses due by June 4, 2025. While specific evaluation criteria are not detailed, the complexity of the project suggests contractors will need demonstrated expertise in large-scale civil engineering, utility infrastructure, and environmental restoration.
The contract is designated as a total small business set-aside, targeting smaller engineering and construction firms capable of managing a multi-faceted infrastructure project. Key numerical details include relocating multiple utility lines, including a 36" steel pipe, 12" and 24" steel pipes, and protecting existing sewer infrastructure. The project involves constructing access ramps, maintenance roads, trails, concrete drainage systems, and implementing extensive landscaping and revegetation efforts. Specific utility relocations include work by RCWD (Rancho California Water District) and Southern California Gas Company, with precise repositioning and protection requirements. While no specific award value is mentioned, the scale of excavation, utility work, and comprehensive site restoration suggests a high-value contract potentially in the multi-million dollar range, with an anticipated project timeline that will require significant engineering and construction capabilities.

This project is estimated to be between $25,000,000 and $100,000,000.
The Murrieta Creek Phase 2B channel widening starts from the upstream end of Phase 2A (Station 98+80) and continues to approximately 5,220 feet (Station151+00). The invert of the channel consists of a maintained channel area and riparian vegetation corridor.
GENERAL SCOPE: (Groundwater monitoring plan)(Comprehensive dewatering plan to keep excavation dry)(Monitoring well installation)(Instrumentation)(Dewatering system removal)(Temporary shoring)(Demolition and debris removal)(Strip/Stockpile topsoil)(Existing riprap removal)(Shoring design and installation)(Precise installation/monitoring of inclinometers)(>500,000 cubic yards large scale excavation)(Detailed survey control)(Protection of large sewer utilities)(Relocation large water utilities)(Large scale compacted fill)(Large scale riprap installation) (grouted riprap slopes at confluences)(Extensive series of side drain structures) (overbank aesthetics landscaping, right of way)(A/C Paving for roadways) (several access ramps) (maintenance road/trail, riparian vegetation corridor)(Extensive concrete v-ditch system)(Embankment subdrain system)(Planting/hydroseeding)(Temporary irrigation system)(plant establishment)(Install grade stabilizer)(galvanized posts and cable fence), (access gate).
Utilities:
• RCWD 36" line: Existing 36" steel pipe to be relocated approximately 15' upstream of its current location. The new 36" steel pipe will be encased in a 60" steel casing.
• RCWD 12" line: Existing 12" steel pipe to be abandoned in-place and removed by the Contractor.
• RCWD 24" line: Existing 24" steel pipe to be relocated approximately 15' upstream of its current location. The new 24" steel pipe will be encased in a 42" steel casing.
• EMWD 12" and 24" sewer lines: Existing 12" and 24" sewer lines and existing concrete encasements to be protected in-place; the lines are roughly parallel and within 11' of each other. The Contractor will construct a protection structure over the lines using CMLC and concrete.
• SCG 4" HP gas line: SCG will perform the relocation of the existing 4" HP gas line. The new alignment will run along the current low flow crossing
