About this opportunity
The Department of the Army European Command is seeking contractors for a Multiple Award Task Order Contract (MATOC) to provide environmental compliance and hazardous materials/hazardous waste management services supporting the European Command (EUCOM), U.S. Army Europe-Africa (USAREUR-AF), Installation Management Command-Europe (IMCOM-E), and other Department of Defense stakeholders in Europe. This Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract encompasses two primary service areas: compliance management efforts including environmental management system compliance, performance assessments, site assessments, and management plan updates; and hazardous materials and waste management including solid waste management, hazardous materials management system support, reuse center operations, and site investigations with sampling and analysis. Work will primarily be performed at IMCOM-E and USAREUR installations and enduring locations but may extend to other DoD agency sites throughout Europe. The solicitation includes Amendment 0002, which updates the evaluation factors for award document and extends the proposal submission deadline to August 25, 2025. The evaluation will be conducted using the revised Section M evaluation criteria provided in the updated attachment.
This opportunity does not utilize any set-aside designation and is open to full and open competition. The solicitation does not identify any incumbent contractors or specific award values, as this is structured as an IDIQ MATOC where task orders will be competed among the awarded contractors. Work locations are specified as wherever required for CENAU to support compliance-related efforts of its stakeholders, generally in Eastern Europe, with Bosnia and Herzegovina listed as a place of performance. The contract structure allows for multiple awards, enabling the government to issue individual task orders for specific environmental compliance and hazardous materials management requirements as they arise across DoD installations and facilities in the European theater. The indefinite delivery and indefinite quantity nature of the contract provides flexibility for the government to procure services based on actual mission requirements and funding availability over the contract period.
