This requirement is set aside 100% for small businesses. The estimated annual quantities and part or drawing numbers for the 32 targeted national stock numbers are identified in an attachment. The contract has a total potential period of performance of five years. Awards may be made to one or more vendors to provide the national stock numbers and associated estimated annual quantities on an as-needed basis over the five year term of the contract.

This agency proposes to issue a solicitation for a long-term contract which will include multiple NSNs to support various weapon systems. A total of 32 NSNs are targeted for this contract effort. This requirement is 100% set-aside for small businesses. The proposed contract will be for a total 5-year period of performance to include a one-year base period and four, one-year options. This is proposed to be a FAR 15 and FAR 12 effort. The solicitation will include provision for Contractor First Article Testing and Government First Article Testing. “Rights Guard data restrictions apply. Prior to requesting the Rights Guard data, an Annual Certification for the Use of Rights Guard Technical Data must be on file at DLA Aviation, Product Data Management Division (VAAC) at AVN Restricted Data Department. An Annual Rights Guard Destruction Certification must also be on file if your company has received Rights Guard Data and the time of destruction has passed. Forms are available by down-loading at https://pcf1.bsm.dla.mil/cFolders/ (select “License Agreements”, then ’01 Boeing Rights Guard’). The proposed contract will be a firm fixed price, Indefinite Delivery Indefinite Quantity Contract. The attached list of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. This will be a competitively awarded contract and best value selection methods will be used. The Government may award multiple contracts for this action. The solicitation will be posted to the DLA Internet id Board System at https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP. Choose the DLA Request for Proposals (RFP) / Invitation for Bid (IFB) option under Solicitations. Enter the solicitation number within the search value area and click the submit button. The solicitation will be made in writing and will issue on or about October 31, 2023.
