The services will be procured through an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) under NAICS code 541330 (Engineering Services). Eligible firms must be certified as small businesses with a size standard of $25,500,000 and must submit SF330 Architect-Engineer Qualifications forms. The critical deadline for SF330 submissions is March 2, 2026, at 2:00 PM Central Standard Time via the Procurement Integrated Enterprise Environment (PIEE), and offerors are responsible for confirming receipt of their submissions.
This solicitation is designated as a Total Small Business Set-Aside with a HUBZone reserve for two firms, restricting competition to qualified small business entities. The Air Force anticipates awarding the contract to approximately six small business firms, though it reserves the right to award to more firms, fewer firms, or none. The total contract ceiling is valued at $930 million, to be shared among all contract holders, with individual task order limitations ranging from a minimum of $2,500 to a maximum of $50 million per order. The primary place of performance is Andersen Air Force Base in Guam, with additional work potentially located at Naval Base Guam and other locations within Joint Region Marianas. The ordering period and complete contract specifications extend beyond the information provided in this synopsis.
