The purpose of this Amendment is to upload documents to the solicitation from Amendment 2 that has been deleted. These documents include answers to questions that arose from the site visit, as well the updated Statement of Work for the First Task Order Project. In addition, a copy of the drawing of the Supply Building, and a copy of the Pre Proposal Conference notes are attached.

Update #4 ·

The purpose of this Amendment is to answer additional questions that arose from the site visit. See attached for answers.

Update #3 ·

The Social Security Administration (SSA) intends to award three (3) Indefinite Delivery Indefinite Quantity (IDIQ) General Construction Contracts for alterations and repairs to the Social Security Administration's headquarters buildings located in Baltimore County and Baltimore City, Maryland.

The Government reserves the right to award more or less than three contracts.  All IDIQ contracts will be provided a fair opportunity to be considered for subsequent task order work.  Firm-Fixed-Price task orders will be competed and awarded among the IDIQ Contractors awarded contracts off of the solicitation.

This is an IDIQ contract with a guaranteed minimum amount of $60,000 for each contract for the entire five-year contract period.  The Government has no obligation to issue task orders to the contractor beyond this amount.  Once the conditions of this minimum have been met, the contractor will continue to have the opportunity to be issued task orders under this contract unless notified by the contracting officer.  The maximum cumulative amount that may be awarded to any single contractor or to all contractors combined for the entire five-year contract period is $60,000,000.  As such, as more orders are issued under one contract, the value of orders, which can be issued under other contracts, will drop by an equal amount.

This procurement is restricted to HubZone Small Businesses.  The North American Industry Classification System Code (NAICS) for this work is 236220. The size standard for this NAICS code is $33.5 million in average annual receipts over the preceding three fiscal years.

While there will be no limit on size, the project will generally involve repairs, alterations, and improvements in connection with existing buildings or properties, and may range in size from $25,000 to $1 million in estimated construction cost; however, the typical project range is $25,000.00 and $100,000.00. The minimum dollar limitation for any individual task order is $2,000.00 for the base year and each of the option periods, if exercised.

Update #1 ·

The Social Security Administration (SSA) has a requirement for alterations and repair services at SSA buildings located in Baltimore City and Baltimore County, MD.  This requirement includes complete construction services to accomplish the following types of work: acoustical, plastering, carpentry, masonry, electrical, plumbing, painting, and heating/air conditioning. SSA intends to award three (3) Indefinite Delivery Indefinite Quantity (IDIQ) task order contracts resulting from this solicitation to the responsible offerors whose offer conforms to the solicitation requirements and will provide the best value to SSA.  The Government reserves the right to award more or less than three (3) contracts. The contracts will consist of a base period of twelve (12) months, and four (4) 12-month option periods. Each awardee shall be guaranteed a minimum of $100,000 for the base year.  There will be no guaranteed minimum for subsequent option years.   The total cumulative contract maximum is $60,000,000 for all contracts when combined.  All IDIQ contractors shall be given a fair opportunity to compete for future work.  Should one of the IDIQ Contractors be unable to competitively secure a task order to meet the minimum guarantee, the Government reserves the right to negotiate a task order with only that offeror.
