B-1 GENERAL INFORMATION

B-1.1 Purpose and Scope of Solicitation

The Social Security Administration (SSA) intends to award three (3) Indefinite Delivery Indefinite Quantity (IDIQ) General Construction Contracts for alterations and repairs to the Social Security Administration's headquarters buildings located in Baltimore County and Baltimore City, Maryland listed in Section F-4, Place of Performance. The Government reserves the right to award more or less than three contracts. All IDIQ contracts will be provided a fair opportunity to be considered for subsequent task order work. Firm-Fixed-Price task orders will be competed and awarded among the IDIQ Contractors awarded contracts off of the solicitation. Failure of any IDIQ Contractor to actively participate when requested to propose on a task order, may result in the Government determining not to award an additional option period.

B-2 PRICES

a.

Scope

The contractor shall furnish all necessary personnel, materials, services, and equipment, except as may be otherwise specified herein, and perform Alterations and Repairs, as requested in each task order, at the following Social Security Administration facilities located at the following building addresses: National Computer Center, 6201 Security Boulevard, Baltimore, MD 21235 and Metro West Building, 300 N. Greene Street, Baltimore, MD 21201 and other buildings as required.

This is an indefinite delivery-indefinite quantity contract with a guaranteed minimum amount of $60,000 for each contract for the entire five-year contract period. The Government has no obligation to issue task orders to the contractor beyond this amount. Once the conditions of this minimum have been met, the contractor will continue to have the opportunity to be issued task orders under this contract unless notified by the contracting officer.

The maximum cumulative amount that may be awarded to any single contractor or to all contractors combined for the entire five-year contract period is $60,000,000. As such, as more orders are issued under one contract, the value of orders, which can be issued under other contracts, will drop by an equal amount.

Each task order will be negotiated individually, based on the contract prices set forth below. Each task order will state the services required and time for completion. Task order prices will be based upon fixed price hourly rates for the disciplines specified below. The hourly rate shall include all indirect labor costs, general and administrative costs, and profit or fee. In addition to the fully loaded labor rates, the contractor shall propose a markup rate on materials and a markup rate on a sub-contractors portion of the task order. The sub-contractors labor portion of the task order shall not exceed the contractors fully loaded hourly labor rates in Section B-2b.1-b.5. The mark-up on materials and subcontractors shall remain constant and fixed throughout the contract lifecycle.
