About this opportunity

The U.S. Census Bureau is conducting market research to identify qualified vendors for replacement, maintenance, and disposal services for multifunctional devices across six regional offices in Atlanta, Chicago, Denver, Los Angeles, New York, and Philadelphia, with capability statements due June 3, 2026. No set-aside determination has been made; the Bureau will use research results to assess industry capabilities and determine acquisition strategy, including any potential set-aside eligibility.

Devices must sustain 70 pages per minute for monochrome and color printing, support 40,000 to 80,000 pages per month, include automatic document feeder with duplex scanning at minimum 600 dpi optical resolution, scan-to-email and scan-to-network folder functionality, and office-grade color output without production-level finishing features. Security requirements mandate TLS 1.2 or higher network connectivity, CAC/PIV-enabled authentication or equivalent secure access control, encrypted hard drives with secure print release functionality, and compliance with federal cybersecurity policies. Manufacturer support must extend five years from award, with replacement parts and consumables availability guaranteed for at least five years.

The scope includes device delivery and installation at all six locations, network integration, secure workflow configuration, removal and disposal of legacy equipment per environmental and data sanitization requirements, user guides, on-site training, and a minimum three-year warranty with on-site service and next-business-day response for critical outages. The Census Bureau seeks estimated pricing for both direct purchase and leasing options, including maintenance agreements, consumables support, service response times, and disposal services. Respondents must submit capability statements electronically, including UEI, CAGE Code, business size and socioeconomic status, past performance, available contract vehicles, and applicable NAICS codes. No commitment to issue a formal solicitation has been made. Phone calls will not be accepted and no questions will be answered.

Notice text

The U.S. Census Bureau (USCB) is conducting market research to identify qualified vendors capable of providing replacement, maintenance, and disposal services for multifunctional devices (MFDs) across six (6) regional offices located in Atlanta, Chicago, Denver, Los Angeles, New York, and Philadelphia.

The USCB seeks information regarding commercially available multifunction devices and related support services capable of providing high-speed monochrome and color printing, robust scanning and copying functionality, secure network connectivity, and long-term operational reliability suitable for high-volume office environments. The USCB is specifically interested in multifunction printing devices that provide efficient and dependable office printing and scanning capabilities without the added cost or complexity associated with production-level finishing features.

The anticipated requirement may include delivery, installation, configuration, testing, user transition support, preventative and corrective maintenance services, and the environmentally responsible removal and disposal of existing equipment at all six regional office locations.

The USCB strongly encourages responses from small business concerns and all applicable socioeconomic categories. However, no set-aside determination has been made at the time of this notice. The Government will use the results of this market research to assess industry capabilities and determine the most appropriate acquisition strategy, including any potential set-aside determination.

Capability statements shall be submitted electronically to the Contracting Officer’s email address identified in this notice no later than the response date and time specified herein.

No phone calls will be accepted and no questions will be answered in response to this SSN/RFI.
