About this opportunity

The Federal Housing Finance Agency (FHFA) has published a Special Notice announcing its intent to award a sole source contract to CoStar Realty Information, Inc. for the provision of multifamily property and market data. This action is being pursued under the authority of FAR 13.105(a) for sole source acquisitions and is classified under NAICS code 519290 (Web Search Portals and All Other Information Services). The anticipated contract value is $1,120,000.00, with a base performance period from May 4, 2026, through May 3, 2027, followed by four optional renewal years. The Special Notice is not a formal solicitation but rather a notification of the government's intent to pursue a noncompetitive award, issued on February 10, 2026.

The purpose of this procurement is to obtain multifamily property and market data essential to FHFA's statutory responsibilities as conservator of Fannie Mae and Freddie Mac and to maintain stability in the multifamily secondary mortgage market. FHFA asserts that CoStar is the only vendor capable of meeting the agency's unique requirements, particularly for two critical models: the multifamily acquisitions cap model and the renter cost-burdened markets determination model. Interested parties have until February 25, 2026, to submit detailed expressions of interest with clear and convincing evidence demonstrating their capability to provide comparable services and products. The government will consider all submitted responses solely to determine whether a competitive procurement should be conducted; however, the final determination to proceed with the sole source award or conduct competition remains entirely within the government's discretion. Prospective contractors must provide comprehensive documentation of their capabilities, as the government will not request additional information from firms that fail to submit sufficient evidence of meeting all stated requirements.

Notice text

The Federal Housing Finance Agency (FHFA) intends to award a sole source contract to CoStar Realty Information, Inc. (CoStar) under the authority of FAR 13.105(a), "Sole source acquisitions.”  The anticipated base year period of performance is from 5/4/2026 – 5/3/2027 with 4 additional optional years.  The Contractor shall provide multifamily property and market data for use in two existing models integral to the Agency’s ability to act as conservator of Fannie Mae and Freddie Mac and vital to the stability of the multifamily secondary mortgage market. This action will be firm-fixed price. CoStar’s multifamily property and market data product is the only known product to provide data that has all the specific attributes necessary to fully meet FHFA’s requirements.

This is not a request for quotations nor a solicitation for offers. No formal solicitation package is available. Interested sources may identify their interest and capability to respond to the requirement, and must furnish detailed information concerning their capabilities to provide the supplies and services sought sufficient to determine that a comparable source to the Government is available.  Responses must be supported with clear and convincing evidence to clearly be able to provide the supplies and services outlined in this notice.  The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs.  The Government shall be the sole source of determining a vendor’s ability to meet all requirements. The Government will consider all expressions of interest submitted.  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.

The applicable NAICS code is 519290, Web Search Portals and All Other Information Services, with a size standard of 1,000 employees.

Only written responses sent via electronic mail to Jennifer.Sellers@fhfa.gov will be accepted.
