About this opportunity

The United States Coast Guard Surface Forces Logistics Center is soliciting quotations for two units of an HF Multicoupler Unit (NSN 5820-99-356-9046, Model MCU 6412), manufactured by Thales Defense & Security, Inc. This combined synopsis/solicitation for a commercial item is being conducted under simplified acquisition procedures in accordance with FAR 13.106. The solicitation requires that each unit be individually packaged in accordance with ASTM-D3951-10, include electrostatic protection per MIL-B-81705C Type III Class I, be individually marked per MIL-STD 129 with Change 4, and include bar coding. Standard commercial packaging is explicitly unacceptable, and substitute parts are not permitted. The Government anticipates awarding a non-competitive sole source purchase order, as it believes only Thales Defense & Security, Inc. and authorized distributors possess the required expertise and capabilities to provide these units. The deadline for quotations is March 13, 2026, and concerns with the expertise and required capabilities to provide this item have two calendar days from the notice posting date of February 18, 2026 to submit information challenging the sole source determination.

This procurement is not using a set-aside designation and represents an emergent requirement. Thales Defense & Security, Inc. (part number 604324-01) is identified as the sole source supplier capable of meeting the Government's requirements. The specific unit quantity required is two units, with delivery to the USCG Surface Forces Logistics Center Receiving Room at Building 88, 2401 Hawkins Point Road, Baltimore, Maryland 21226. The NAICS code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a business size standard of 600 employees, and the PSC code is 5820 (Radio and Television Communication Equipment, Except Airborne). While no specific budget range is disclosed in the solicitation notice, standard federal contracting requirements apply, including compliance with representations and certifications per FAR 52.212-3 and contract clauses per FAR 52.212-5, encompassing business ethics, labor standards, equal opportunity compliance, Buy American provisions, and telecommunications security requirements.
