About this opportunity
The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is seeking to procure one new Thermo Fisher Scientific Neoma Multicollector Inductively Coupled Plasma Mass Spectrometer (MC-ICP-MS) with associated components, software, warranty, installation, testing, and instrument familiarization training. This Request for Quotations (RFQ 140G0225Q0030) is structured as a combined synopsis/solicitation utilizing FAR Part 12 commercial acquisition procedures and FAR Part 13.5 simplified procedures for certain commercial items. Vendors must be registered and active in the System for Award Management (SAM) when submitting quotations and must demonstrate that their proposed instrument meets all specified minimum salient characteristics for the multicollector ICP-MS. The evaluation will be conducted on a lowest-priced, technically acceptable basis, with awards made to quotations that meet all brand name or equal minimum requirements. Quotations are due by 2:30 p.m. Mountain Daylight Time on July 9, 2025, and must be submitted electronically. Large business contractors will be required to submit a subcontracting plan as part of their quotation package.
This procurement is not designated as a small business set-aside and operates under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The solicitation specifies the procurement of exactly one multicollector ICP-MS instrument system, representing a single-unit acquisition rather than a multi-year or multi-quantity contract. The equipment will be delivered to and installed at the USGS Mercury Research Laboratory (MRL) located at the Upper Midwest Water Science Center in Madison, Wisconsin. No incumbent contractors or potential award values are specified in the solicitation documentation. The procurement timeline spans approximately two weeks from the June 25, 2025 posting date to the July 11, 2025 response deadline, with actual quotation submissions due two days earlier on July 9, 2025.
