About this opportunity
The United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) A3ZJ Command and Control Management Branch and Battlespace Command and Control Center (BC3) is seeking to procure three (3) Cyber Security Long Term Support (LTS) Maintenance Warranties with 12-month durations for the Multi-Source Correlator Tracker (MSCT) software. This pre-solicitation notice is classified under NAICS 541511 (Custom Computer Programming Services) and PSC DA10 (IT and Telecom - Business Application/Application Development Software as a Service). The MSCT software is a critical component of the Scalable Control and Reporting Agile Mission-Kit (SCRAM-K) system currently in operational use at multiple USAFE-AFAFRICA Main Operating Bases. The primary contract requirement is that vendors must be capable of providing patching, updates, and vulnerability scan capabilities to ensure continuous Risk Management Framework (RMF) security protocol compliance, which is necessary to maintain the system's Authority to Operate (ATO) approval status. This is a sources-sought notice only, and interested vendors must respond directly by April 7, 2026; notably, no quotes or pricing should be submitted, as this acquisition phase is not soliciting cost information.
This pre-solicitation notice carries no set-aside designation and does not identify any specific incumbent contractors or current vendors. No budget range or award value is disclosed in the notice. The procurement involves three warranty licenses, each with a 12-month duration, indicating a relatively short-term service requirement. The notice does not specify evaluation criteria beyond the fundamental requirement to maintain cybersecurity compliance and system operability. The condensed timeline, with a response deadline of April 7, 2026, suggests that the government intends to move expeditiously toward formal solicitation following the sources-sought phase.
Notice text
The USAFE-AFAFRICA A3ZJ Command and Control Management Branch as well as the Battlespace Command and Control Center (BC3) has a mission need to procure three (3) Cyber Security Long Term Support (LTS) Maintenance Warranties (12 month duration) for the Multi-Source Correlator Tracker (MSCT) software that is utilized within the Scalable Control and Reporting Agile Mission-Kit (SCRAM-K) system in use at multiple USAFE locations.
The MSCT is a critical software component of the overall SCRAM-K system that is in operational use at multiple USAFE-AFAFRICA Main Operating Bases (MOBs). This system is the approved command and control/battle management system given an Authority to Operate (ATO) by USAFE-AFAFRICA Deputy Commander (DCOM), and these LTS maintenance licenses are required to maintain continued ATO approval status. These licenses provide the MSCT software with patching/updates/vulnerability scan capabilities to continuously report and ensure it is in compliance with Risk Management Framework (RMF) security protocols.
Please respond directly to this sources sought if capable or have any questions/concerns by 7 April 2026.
Lastly, please do not submit any quotes or pricing as we will not consider these factors in our acquisitions. This is explicitly only a sources sought for these license software warranties.
