About this opportunity

The US Geological Survey Office of Acquisitions and Grants is seeking a Multi-Shot Pyrolyzer System with installation and training to support microplastics research at the USGS Columbia Environmental Research Center. The system must integrate seamlessly with the agency's existing Agilent GC/MS system (8890/5977) and accompanying software, eliminating the need for additional instrument purchases while enabling high-throughput analysis of contaminants on plastics and determination of plastic concentration and types in various sample matrices including air, water, soil, and sediment. Vendors must provide detailed component descriptions and pricing that meet or exceed the salient specifications outlined in Attachment 1. The contract will be awarded on a firm fixed-price basis to the lowest price technically acceptable offeror. Quote submissions are due by July 21, 2025, at 1700 EDT via email to sruggles@usgs.gov, with an expected award date of July 30, 2025.

This procurement is designated as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, conducted under FAR Part 13 Simplified Acquisition Procedures. No incumbent contractors or potential award values are specified in the solicitation materials. The successful contractor must deliver the complete system within 270 days after receipt of order. All vendors must be registered in SAM.gov to be eligible for contract award. The solicitation was amended once to upload Attachment 1 containing the detailed salient specifications that were initially missing from the original posting. Performance will occur at the USGS Columbia Environmental Research Center to support ongoing and planned microplastics research activities.

Amendment 1 - The purpose of this amendment is to upload the Attachment 1 that did not post to sam.gov.

RFQ Description:

Current and planned microplastics work at USGS Columbia Environmental Research Center calls for an instrument that can assist with high-throughput analysis of contaminants on plastics and determine the concentration and types of plastics in samples. The preferred Multi-Shot Pyrolyzer system must integrate into our current Agilent GC/MS system (8890/5977); thereby not requiring an additional instrument purchase. The control software must integrate seamlessly with our existing Agilent software used to operate the GC/MS system and must be capable of analysis of microplastics in a variety of sample types (air, water, soil, sediment). Delivery is expected within 270 days ARO. Refer to Attachment 1 for detailed salient specifications.

Quotes shall provide pricing and detailed component descriptions that meet or exceed the specifications. This will be a firm fixed-price contract awarded to the lowest price technically acceptable. The acquisition is a total small business set-aside conducted under the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. NAICS 334516, size standard 1,000 employees.

Quote submissions are due on or before 7/21/2025, 1700 ED. All correspondence and quotes MUST be emailed to sruggles@usgs.gov. The award date is expected by July 30, 2025.

Vendors must be registered at https://www.sam.gov/ to be awarded the contract. All responsible sources may submit a quotation which shall be considered by the government.
