About this opportunity

Defense Logistics Agency Land and Maritime intends to solicit sources capable of manufacturing multi-NSN diesel engine components, with responses due by November 3, 2026. No set-aside is contemplated.

DLA seeks manufacturers for over 1,000 active NSN line items spanning diesel engine parts and assemblies including connecting rods, gears, gaskets, bearings, valves, pumps, seals, and fuel injection equipment. Annual demand quantities for individual components range from zero to over 2,700 units. The attached NSN list also references approximately 1,000 inactive NSN items for reference.

Interested sources must submit a Source Approval Request (SAR) package to become an "Approved Source," demonstrating manufacturing capability and product quality equal to or exceeding Original Equipment Manufacturer standards. The SAR requires comprehensive technical data and documentation proving the prospective contractor's competency to manufacture items to specified quality levels. Detailed guidance on SAR submission, technical data package requirements, and approval procedures is available at https://www.dla.mil/LandandMaritime/Business/Selling/Alternate-Offers/.

Respondents should provide manufacturer locations (city, state, or country), points of contact, and supporting documentation by the response date. Submit all information to Zachary Mullins at Zachary.mullins@dla.mil. The pre-solicitation phase is designed to identify potential manufacturers and gather source information prior to formal solicitation.

NAICS 333618 (Other Engine Equipment Manufacturing); PSC 2815 (Diesel Engines and Components).

Notice text

Please review the NSN list attached to this post and provide us with any sources that are able to manufacture this item. Provide the location of the manufacturer (City, State or Country if applicable). Please provide the POC’s for these manufacturers if available. All this information can be submitted to Zachary Mullins at Zachary.mullins@dla.mil. Thank you in advance for your assistance.

A company wishing to be reviewed and qualified as an “Approved Source”, must submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Weapon Support is procuring.

For further information on Alternate Offers/SAR, please reference the following DLA Land and Maritime web page https://www.dla.mil/LandandMaritime/Business/Selling/Alternate-Offers/. Detailed information on Alternate Offer and Source Approval Request, including technical data package submission can be found in the “Source Approval Request” information section, near the bottom of the Value Management Unit page. This section includes a detailed explanation of the information and format necessary for a SAR and for the SAR approval process.
