About this opportunity
The Department of the Air Force Materiel Command Test Center issued this sole-source justification for a specialized flight training contract awarded to Calspan LLC to support the United States Air Force Test Pilot School (USAF TPS) at Edwards Air Force Base. The contract encompasses remotely piloted aircraft surrogate training, aircraft dynamics education, and control research utilizing Calspan's contractor-owned and operated Learjet aircraft equipped with a proprietary Variable Stability System (VSS) capable of emulating multiple aircraft configurations. The sole-source justification is based on Calspan LLC's unique expertise and proprietary flight control algorithms that enable ground-based remote operation and dynamic aircraft simulation capabilities, making them the only contractor capable of providing these highly specialized services. The contract was awarded on October 1, 2025, with a total estimated value of $22,327,446.94 over a five-year performance period from December 22, 2024, to December 21, 2029, with annual costs ranging from approximately $3.99 million in fiscal year 2025 to $5.03 million in fiscal year 2029. The contract will support two 142-hour test pilot classes annually, comprising 284 total training hours, and include Variable Stability System flights, headquarters project flights, and remotely piloted aircraft performance data group activities.
Notice text
The service acquired is a remotely piloted aircraft surrogate, aircraft dynamics, and control education and research using a contractor owned and operated aircraft and ground support equipment. The aircraft must be equipped to emulate a number of different aircraft configurations to allow student pilots from the USAF TPS the ability to operate the aircraft from a ground-based control station, vary the flying qualities and control law architectures of the Learjet to simulate different types of aircraft. Further, a ground simulator and ground test equipment are required to properly educate students as well as ground test configurations for flight testing on the aircraft.
Awarded contract FA930426D5002 to unknown vendor for unknown amount on 2025-10-01.
