About this opportunity
The Department of Homeland Security Customs and Border Protection has awarded a sole-source task order to Rapiscan Systems on April 30, 2026, for three Multi-Energy Portal (MEP) systems under the existing MEP IDIQ contract (70B03C21D00000003), issued under 41 U.S.C. 3304(a)(1).
The justification rests on Rapiscan's status as the original installer of the existing MEP systems at Southwest Border ports of entry, with proprietary knowledge, established port relationships, and detailed site surveys and system designs already completed. CBP Office of Field Operations determined that transitioning to another vendor would incur duplicative engineering and construction costs, increase schedule risk, create operational impacts, and jeopardize statutory deployment deadlines. Rapiscan is currently mobilized and engaged at designated port locations. No work segregation is feasible due to system integration requirements and proprietary technology compatibility concerns.
The MEP systems support non-intrusive inspection operations for detection of contraband including illicit drugs, terrorist weapons, and currency, with capability to inspect larger vehicles such as buses, recreational vehicles, and truck tractors with laden semitrailers. The base year period of performance runs from April 30, 2026, to April 29, 2027. Funding is provided through the Working Families Tax Cut Act under Fiscal Year 2025 with availability through Fiscal Year 2028. The underlying MEP IDIQ was competitively awarded on March 1, 2021, to three vendors: Leidos, Rapiscan, and Smiths Detection. Place of performance is at Southwest Border ports of entry.
