About this opportunity

The Naval Air Systems Command (NAVAIR) is seeking to procure Block 1 Multi Domain Combat System (MDCX) hardware, software, and related support for the United States Navy to facilitate the MQ-25 test program through Initial Operational Test and Evaluation (IOT&E), Follow-On Test and Evaluation (FOT&E), and aircraft carrier (CVN) deployments. This is a non-competitive procurement under the authority of 10 U.S.C 3204(a)(1) and FAR Subpart 6.302-1, with the Government intending to award the contract to a single source based on unique capability and technical requirements. The evaluation will focus on the contractor's demonstrated experience, technical staff, facilities, equipment, suppliers, and understanding of the MQ-25A Ground Control Station system. Interested parties may submit written responses demonstrating their interest and capability by the due date of February 12, 2026, though responses will be considered solely for determining whether to conduct a competitive procurement. The Government maintains discretion to determine whether to compete this effort based on information received.

The contract contains no set-aside designations and is intended for award to Lockheed Martin Aeronautics, the sole designer, developer, and manufacturer of the MQ-25A Ground Control Station. Lockheed Martin Aeronautics is identified as the incumbent contractor with unique technical capabilities necessary to address the interrelated impacts of the system on the broader MQ-25A program. No specific award value or budget range is provided in this synopsis. The contract requires production and delivery of MDCX hardware and software with performance expected through multiple test and evaluation phases and operational deployments. The place of performance is identified as Marietta, Georgia 30060, and the contract falls under NAICS category 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC category 1680 (Miscellaneous Aircraft Accessories and Components).
