The Naval Oceanographic Office (NAVOCEANO) Contracts Department at Stennis Space Center, MS 39522, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to Hydrometrica Limited. The contractor will be required to provide Multi-Beam Sonar Training required for non-specific multi-beam echo-sounder system training course designed to provide theoretical and practical knowledge in the application of marine swath survey technology addressing sonar capabilities, limitations, survey design, and data quality control techniques for bathymetric and hydrographic surveys. The course will provide extensive examples of the technology and problems associated with shallow water multi-beam surveys, processing and visualization techniques designed to address the complexities of swath mapping, and constraints on using swath bathymetry to produce highest quality data.
The contractor will be required to provide the requirements in Attachment A-Performance Work Statement.
The proposed contract action is for supplies for which NAVOCEANO intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1.
This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement with commercial items and are received within 5 calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
For specific questions, please contact the Contract Specialist, Kevin Harriel, at kevin.h.harriel@navy.mil or by telephone at 228-688-4367, or the Contracting Officer, Lisa K. Brown, at lisa.k.brown1@navy.mil or by telephone at 228-688-5773.
