This pre-solicitation notice is for an indefinite delivery, indefinite quantity contract to supply various military spare parts to the Defense Logistics Agency Land and Maritime. The agency intends to award a successor contract providing approximately 479 national stock numbers for parts across multiple federal supply classes to support 2-cycle Detroit Diesel engines. Evaluation will consider price, delivery, and past performance. The final request for proposal is expected to be posted on October 7, 2019, with a due date for proposals of November 6, 2019.
The anticipated contract would have a one year base period and up to six one-year options, for a total potential performance period of seven years. There is no set-aside designation. The incumbent is MTU America, which is identified as the approved sole source under the authority of 10 USC 2304(c)(1). The total value will depend on quantities ordered but could span the seven year period.

Anticipated type of contract is an Indefinite Quantity Contract (IQC), I/A/W FAR Part 12 procedures.
This is not a solicitation/request for proposal. The solicitation / request for proposal will be forth coming. The solicitation will be available on DLA's Internet Bid Board Site (https://www.dibbs.bsm.dla.mil/RFP/) on or about 10/07/2019.
Various incremental quantities will be solicited. While price is a significant factor in the evaluation ofoffers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
All responsible sources may submit an offer/quote, which shall be considered.
NSNs are now part of the First Destination Transportation (FDT) program, which is Government, arranged commercial transportation will be used in lieu of supplier provided transportation. Suppliers will register with DLA's Vendor Shipment Module (VSM). When ready to ship, supplier will request a pick-up in VSM. Pick-ups are generally made within 48 business hours of the request by commercial carrier.
The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 7 years.
While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 USC 2304(c)(1). Approved sources are: MTU America (72582)
