About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to procure 16 MT7 Turboshaft production engines and 16 MT7 Turboshaft engine installation kits, along with ancillary items and short-term engine storage services from Rolls-Royce Corporation. This pre-solicitation notice, posted on August 28, 2025, indicates the Navy's intent to award a Firm Fixed Price commercial contract under FAR Part 12 for commercial products and services. The procurement will be conducted on a sole-source basis under statutory authority 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Rolls-Royce is identified as the only responsible source and sole manufacturer of the LCAC 100 Class MT7 Turboshaft engine and installation kits. No competitive proposals will be solicited, and the Government retains sole discretion in determining whether to conduct a competitive procurement based on any responses received. The due date listed is February 9, 2025, though this appears to be an error given the August 28, 2025 posting date.
This procurement does not utilize any set-aside designations and will be awarded directly to Rolls-Royce Corporation, located at 450 S. Meridian St., Indianapolis, IN 46225. The contract specifically targets the procurement of 16 engines and 16 installation kits for what appears to be the LCAC 100 Class landing craft air cushion vessels. Companies interested in subcontracting opportunities are directed to contact Andrew Huddleston at Rolls-Royce Corporation directly via email. No award values or budget ranges are specified in this pre-solicitation notice. The procurement falls under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing and PSC code 2840 for Gas Turbines and Jet Engines. The notice emphasizes that it is published for informational purposes only and does not constitute a request for competitive proposals.
