About this opportunity

This Special Notice is published by the United States Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS) Marketing and Regulatory Programs Business Services regarding a modification to IDIQ Contract No. 12639524D0040 for aerial treatment services to suppress a grasshopper outbreak in several Montana counties. The contract was originally awarded on May 23, 2024 to Crop Dusters, LLC with a one-year base period and one option year, and a contract ceiling of $1 million. Due to unforeseen grasshopper infestations, the program quickly reached the original contract ceiling, and additional treatments are required.

The purpose of this Special Notice is to announce a sole source modification to the existing contract under the authority of FAR 6.302-2, Unusual and Compelling Urgency, to increase the contract ceiling from $1 million to $2.5 million. This out-of-scope modification is considered fair and reasonable, as the service rate remains the same. The contract is set aside for small businesses, and interested parties must respond by the due date of July 12, 2024. The justification for the modification will be made publicly available within 30 days after contract award in accordance with FAR 6.305.
